最近、気になるニュースがあった。

OpenAIがアメリカ政府に、自社株の5％を譲渡することを提案しているというものだ。

最初は、規制を避けるための戦略かな、と思った。

でも少し調べると、もう少し面白い背景が見えてきた。

1970年代、アラスカで巨大な油田が見つかった。

普通なら、掘る会社と、税金を受け取る政府が、ほとんどの利益を持っていく。

でもアラスカ州は、違う発想をした。

石油は今生きている人だけのものじゃない。
まだ生まれていない子どもたちも含めた、みんなの財産だ。

そう考えて、石油収入の一部を基金に積み立て、世界中の株や債券で運用し、毎年アラスカ州民に配当する仕組みを作った。

「資源を売って終わり」ではなく、「資源を資産に変えて未来へ残す」という考え方だ。

OpenAIの提案は、これをAIでやろうという話に近い。

これからAIが何十兆、何百兆という価値を生み出すなら、その果実の一部を社会全体で持てないか。

AI企業の株を政府や公共基金が保有して、その配当や値上がり益を教育や医療に使う。
あるいは、国民へのベーシックインカム的な配当に充てる。

そういう未来像が、今回のアイデアの裏側にある。

もちろん、企業が本当に株を渡すのか、政府がそれをまともに運用できるのか、課題はいくらでもある。

まだアイデアの段階に近い。

それでも、「AIの利益を社会で共有する」という発想そのものには、何かワクワクするものがある。

これまで世界を動かしてきたのは石油だった。

戦争の背景にもなり、経済成長の原動力にもなり、地政学の緊張のタネにもなってきた。

もしAIが同じポジションに立つとしたら、次に来る問いは一つだ。

AIの利益を、誰が受け取るのか。

一部の巨大テック企業だけが持つのか。
資本を持っている投資家だけが享受するのか。
それとも、水道や電気のように、社会全体で分け合えるものになるのか。

地中から掘り出すものから、サーバーの中で生まれるものへ。

資源の種類は変わっていく。

でも、根っこの問いは案外変わらないのかもしれない。

生まれた富を今だけで使い切るのか。
それとも、まだ見ぬ誰かのために残す仕組みを作るのか。

アラスカの人たちが1970年代に考えたことを、今また別の形で考え始めている人たちがいる。

そのことが、なんとなく面白いと思った。

Will AI Become the New Oil?

There was a piece of news recently that caught my attention.

OpenAI has apparently been proposing to transfer five percent of its equity to the U.S. government.

My first thought was that it might be a strategy to avoid regulation.

But when I looked a little closer, a more interesting backstory came into view.

In the 1970s, a massive oil field was discovered in Alaska.

Ordinarily, the companies doing the drilling and the government collecting taxes would take most of the profits.

But Alaska took a different approach.

Oil doesn’t belong only to the people alive today.
It’s the shared wealth of everyone — including children not yet born.

With that idea in mind, the state created a system: set aside a portion of oil revenues into a fund, invest it in stocks and bonds around the world, and pay an annual dividend to Alaska residents.

Not “sell the resource and be done with it,” but “turn the resource into an asset and pass it on to the future.”

OpenAI’s proposal feels like an attempt to do something similar with AI.

If AI goes on to generate tens or hundreds of trillions in value, could some portion of that be held by society as a whole?

Government bodies or public funds holding shares in AI companies, then directing the dividends and capital gains toward education or healthcare.
Or perhaps toward something like a basic income for citizens.

That kind of vision seems to be sitting behind this proposal.

Of course, there are plenty of questions. Whether companies would actually hand over equity. Whether governments could manage it responsibly. The problems are easy to find.

It’s still closer to an idea than anything concrete.

Even so, the notion of sharing AI’s gains with society broadly — there is something about it that feels worth sitting with.

For a long time, oil was what moved the world.

It was behind wars, it drove economic growth, it seeded geopolitical tension.

If AI is moving into that same position, then one question seems to follow naturally.

Who receives the gains from AI?

Will they be held by a handful of large technology companies?
Enjoyed only by investors who already have capital?
Or could AI become something shared across society, the way water or electricity is?

From what is extracted out of the ground to what is generated inside servers.

The kind of resource changes.

But the underlying question may not change all that much.

Do we use up the wealth that appears, here and now?
Or do we build something to pass it on to people we haven’t met yet?

There are people who seem to be thinking through that question again today, in a different form, from what people in Alaska were thinking through in the 1970s.

I found that quietly interesting.
