カリフォルニア、ツィッターの本社があるテンダーロイン。数年前にテンダーロインから数ブロックに行ったときは何も感じなかったけれど、最近、ものすごく治安が悪いという。

ちなみに現在テンダーロイン周辺、万引きが多発し、さまざまな企業が撤退しているという。

今の法律では、15万以下の盗みは万引きになり、万引きは軽犯罪で、前科がなければ罰金が最高1000ドル。懲役は最長６ヶ月だが、罰金を払えばほぼ懲役にならないという。そこから、前科のないものを万引きに送り込み15万以下なの万引きをさせるというのが、経済合理性のあるビジネスになっているという。

この流れ、不法滞在者を一切取り締まらないと宣言し人気になったチェサ・ブーディン氏。犯罪者でも下手に傷つけると逆に責めらるので、警備員も傍観。殺人やレイプとなれば動くけど、体に危害がなければ、インターネットで被害届出しておいてのような流れになってしまったらしい。なんだかとっても難しい問題だ。

Is shoplifting an economically rational business?

This trend spread when Chesa Boudin declared that he would not touch illegal immigrants. Even criminals are condemned if they seriously injure someone, so security guards are on standby. If it is murder or rape, they will move, but if there is no physical harm, the situation is like leaving a report on the Internet.It sounds like a very difficult problem to solve.
